Infectious disease policies and rules.
To develop policies and adopt rules relating to the appropriate manner of managing children with chronic infectious diseases, not inconsistent with guidelines published by the State Board of Education and the Illinois Department of Public Health. Such policies and rules must include evaluation of students with a chronic infectious disease on an individual case-by-case basis, and may include different provisions for different age groups, classes of instruction, types of educational institution, and other reasonable classifications, as the school board may find appropriate.
This requirement applies to all school districts and public schools of this State, including special charter districts, Department of Corrections school districts, laboratory schools operated by the governing board of a public university, and alternative schools operated by a regional superintendent of schools.

Sangamon County State’s Attorney Daniel Wright issued a memo directly addressing the question, Does 77 Ill. Admin. Code 690.30 grant schools the unilateral authority, absent a public health order, to exclude children from school due to contacts related to communicable and infectious diseases, including COVID-19? (See Appendix B). His answer? No. The Control of Communicable Diseases Code, 77 Ill. Admin. Code 690, does not grant a school unilateral authority, absent a public health order, to exclude children from school due to contacts related to COVID-19.

The Illinois Education Association, in their attempt to intervene in the case against the educators who are plaintiffs, question their right to individual due process.
“They’re trying to suspend what they know to be due process under the law because they’re worried about the practical realities of if people are afforded their due process rights, that’s really the issue,” DeVore argued in court. “You know what my response is to that, judge, the legislature can fix that.”
“But until then, we all deal with the law that is given to us and if the practical matter is the law as it is written creates procedural complications for them, that's not the people’s fault,” DeVore said.

The HCRCA, enacted in 1998, gives individuals the right to not be discriminated against in their public or private sector job for refusing a medical procedure for which they have a conscientious objection.
“It shall be unlawful for any public or private employer ... to impose any burdens in terms or conditions of employment on, or to otherwise discriminate against … on account of the applicant's refusal to receive, obtain, accept, perform, counsel, suggest, recommend, refer, assist or participate in any way in any forms of health care services contrary to his or her conscience,” part of the HCRCA states.

Travel outside Illinois shall require written notice from the Illinois jurisdiction to the out-of-state jurisdiction that will assume responsibility.

Any travel within Illinois outside of the jurisdiction of the local health authority must be either approved by the Director or be under mutual agreement of the health authority of the jurisdiction and the public health official who will assume responsibility. AUTHORITY: Implementing the Communicable Disease Report Act [745 ILCS 45] and implementing and authorized by the Department of Public Health Act [20 ILCS 2305].
IDPH did allegedly change the law, through an emergency rule, to eliminate "Quarantine, Modified" as part of the definition of "Quarantine" - see page 16.
According to JCAR's rule-making process (here), Emergency Rules can last no longer than 150 days.
JCAR has the authority to Suspend rules, Object to the rule and determine it is not consistent with the statute, and other reasons, which would prohibit the agency (IDPH) from adopting the rule until it responded to the Objection. JCAR can also Prohibit the rule by considering it a threat to the public interest, safety, or welfare.
Last May, JCAR shot down the Governor's Emergency Rule which would have made criminals out of those who did not comply with his Executive Orders (here)
