AMENDMENT NO. _____. Amend Senate Bill 1169, AS AMENDED,
3 by replacing everything after the enacting clause with the
4 following:
5 "Section 5. The Health Care Right of Conscience Act is
6 amended by adding Section 13.5 as follows:
7 (745 ILCS 70/13.5 new)
8 Sec. 13.5. Violations related to COVID-19 requirements. It
9 is not a violation of this Act for any person or public
10 official, or for any public or private association, agency,
11 corporation, entity, institution, or employer, to take any
12 measures or impose any requirements, including, but not
13 limited to, any measures or requirements that involve
14 provision of services by a physician or health care personnel,
15 intended to prevent contraction or transmission of COVID-19
or
16 any pathogens that result in COVID-19 or any of its subsequent

1 iterations. It is not a violation of this Act to enforce such
2 measures or requirements. This Section is a declaration of
3 existing law and shall not be construed as a new enactment.
4 Accordingly, this Section shall apply to all actions commenced
5 or pending on or after the effective date of this amendatory
6 Act of the 102nd General Assembly. Nothing in this Section is
7intended to affect any right or remedy under federal law."

UPDATE: Passage of SB1169 did not take away protection against unwanted healthcare-related to COVID-19.
By the bill stating "This Section is a declaration of existing law and shall not be construed as a new enactment," JB Pritzker and his cronies in the legislature tried to usurp the powers exclusive to the judicial branch, by interpreting what the intent of the general assembly was when they passed the Health Care Right of Conscience Act.
Only the courts can interpret the intent of the Health Care Right of Conscience Act. They have the exclusive authority to do so. The intent of the Health Care Right of Conscience Act is crystal clear, in that it protects all people of Illinois from providing or receiving unwanted healthcare.
SB1169 is at most, in effect, a resolution of this general assembly that has no force of law, and is at the least, useful for campfire kindling and for wiping your ass if you run out of toilet paper.
